Well...sort of. A Court Barony, AoA and some Grants can be given 
pretty much at the whim of the Crown. Some other Grants and all the 
Peerages require the Crown to consult with those groups 
first--although the Crown is not obligated to follow their 
recommendations.  County and Ducal titles can only be gotten by 
sitting the Throne.

So the King could make his best buddy a Court Baron, but he couldn't 
make him a Count or a Duke on a whim.
