"Can someone please define "unattended child" for me?"

To me, it's a misbehaving child with no adult nearby. I don't tend to notice 'em unless they're misbehaving or they're mine. So if your kiddo (or my kiddo) is jumping up and down and a whining, bending bench that's about to break, climbing the water tower at Camp Cimarron, wandering down the road after dark in nothing but underpants,  bugging/begging/fighting with me or mine, then I'm going to find the autocrat, since I can no longer just holler at your kiddo. (All of those examples are real. One of them was me, at about age 8.)
