In fact, the SCA did make changes,

I do not at all see this as a suit to try to change the SCA or to somehow
punish the SCA for its policies.

It's about the kids. If I felt I was harmed by negligence or my kids were,
I would sue regardless.

Personally, I think preparing the case is probably what took so long. I
don't know if that's unusual.
