I infer he means that two different ideas are being discussed on this
list:
(1) allowing same-sex consorts 
(2) allowing a person to fight for the crown without a consort
and possibly more may come up.

I suspect that he thinks that, rather than have two massive
discussions on both proposals, commingling them, and getting diverted
onto a new and major proposal that the Board of Directors has not put
forth, perhaps has never considered, and are hardly likely to accept
in the near future, ...

that people instead write to comments at lists.sca.org to discuss the
proposal that the Board *did* put forth, either on the wording, the
desirability of the change, or both.
