[Ansteorra] Curiosoity...Why did Shadowlands get proclaimed as 'Capitol of Ansteorra'

I noticed on a scroll that it was listed that Shadowlands was 'the capitol of Ansteorra', so I went searching for an explanation, since I had never heard this (and neither had Cassius/Rabbit).

All I could find was that the slogan was on many Shadowlands items (i.e. website and newsletter) and that in their 'histories' in states:

In September of the new year, the Shire of the Shadowlands was proclaimed to be the Capital of Ansteorra by his Majesty, King Ulstead IV, as Lord Bastian Eisengart and Sir Rhodri ap Gwythyr received Sable Comets which read, in part, “…in recognition of especial endeavors of service to our Shire of the Shadowlands, Capital of Ansteorra…”.


So...I was curious if there is an official reason that this claim had been made, or if it is an assumption of right because someone made a scroll and added that bit of information to it and someone signed the King and Queen's name to the scroll (knowingly or unknowingly).  If there was a reason, could you please share so we all know :)
