There are some awards that have been given out before the registration date of
the award name/badge. It has been my experience that the Crown or B&B (for
Baronial Service Orders, with the approval of the Crown) want to create and give
out a new award before the name and/or badge of that award has been accepted and
registered with the SCA College of Arms. According to Corpora, VIII.B.2, "The
names and insignia of these awards and orders must be ratified by the Laurel
Sovereign of Arms." The registration process, however, has taken anywhere from
7-12 months. To require registration BEFORE giving the award would mean that it
would be nearly impossible for a Crown to give out that award during their
6-month reign. As such, the heralds will begin the name and insignia
registration process to show that the effort is being made to be in compliance
with Corpora, and the Crown/B&B will give out the award while the registration
process happens in the background.
