Emma,

There are two schools of thought on this... Both you and Arthur spoke about them. 

There are those Peers who feel that the prospective student should ask them and initiate the search for a relationship. 

And there are those Peers who won't take someone to be their student unless they approach the soon to be student. 

It's all relative and it all depends on the peer, how they were raised in the SCA, and how they feel things were done in their time period.
