Plague doctors as a profession are pre 17th century   agreements between
plague doctos and cities go back to at least 1530

The first textual description of the mask costume is j de lamperiere whis
was commonly used in lazarettos (Maritime quarantine stations) of the time

sars in context:memory history and policy by jacelyn duffin and arthur
sweetman pg 57

As this was common practice of the day  it would push it further back by an
average of 10-20 years

THe mask has been attributed by modern authors to as far back as the 14th
century.   but this is purely conjecture without solid documentation.  i
have yet to find a single description or image of the mask other than the
reference to beak doctors being a slang term for plague doctors.

The hat is typical wear for physicians of the day.

We know the costume was popularized during the 17th century in several
drawings and morphed into the medico della peste of the  carnival of venice

Again there isn't 100% solid proof before 1620 but enough circumstantial
evidence supports it's usage to 1600.
