[Ansteorra] New Heraldic Deputy

Greetings, Ansteorra!

It is my honor to announce that HL Ivo Blackhawk has agreed to be the first
holder of a brand new heraldic office in Ansteorra, the Deputy for
Submitter Relations. He will be reporting directly to me.

In the College of Heralds, we are working to improve our interactions with
submitters, to make our process more transparent, and to make it easier to
find out information about your submissions. So, in this new role, Ivo will act
as a sort of "heraldic help desk," answering questions for submitters when
they run into issues getting answers through the more usual venues.

Ivo's duties will include:

- Directing submitters to the correct contact person when they are seeking
help with a brand new submission, or one that is less than two years old
(typically, this will be the local or the regional herald).
- Assisting submitters who, for one reason or another, have had issues
(older than two years) with submissions paperwork or the submission process.
- Offering submitter education via classes and online or print articles, in
order to make the heraldic submissions process easier to understand and to
educate submitters about how to determine the status of their submissions.
- Helping to foster a good relationship between submitters and the heraldic
community at large.

Ivo's duties will largely be troubleshooting older and more difficult
submission issues, and educating the populace at large on general
submissions topics.

Please do not contact Ivo for:

- Order of Precedence issues. These are handled by Zodiacus.
- Scribal issues. These are handled by Star Signet.
- Heraldic website issues. These are handled by Obelisk.
- New or recent submissions. Talk to your local or regional, or attend a
consultation table.
- Complaints about anyone on my heraldic staff. These should be directed to
the regional (if it's about a local herald) or to me (if it's one of my
direct deputies).
- Undeposited checks for submissions. Please contact Asterisk.
