[Ansteorra] Cut Off Date for Authorization Entry

The original cutoff date was based on Sable Soldier and War College.  War
College has been cancelled due to rain.

Base on that I am extending the cutoff date to Sunday, February 25, 2018 at
5 PM.  Any authorizations received after 5 PM may or may not make it into
the Fighter Database.  Their Temporary Fighter Authorization paperwork is
good for 30 days which will allow them to fight at Gulf Wars.
