[Ansteorra] Online Youth Activities Changes

[Minister of Children]

Greetings Ansteorra! Due to the COVID-19 pandemic many activities have
switched to online venues. However, changes are necessary to how online
youth activities are being conducted from this point onwards.

For online children's activities, just like at an in-person event, there
has to be a minimum of two unrelated adults, one of whom is
background-checked, present at all times, not even able to leave for a
bathroom break unless there is a third unrelated adult present (and the
background-checked adult couldn't leave unless somebody else had a
background check). For anything that is specifically being run as a
children's or teen activity sponsored by an SCA branch, that rule must be
followed and enforced.
