[Ansteorra] Bestowal of Viscounties and Dove

Greetings Ansteorra!

Word has reached Their Majesties that there have been some questions
regarding the bestowal of the Viscounties to Their Graces Jean Paul and
Gilyan and the Order of the Dove to Duchess Gilyan.

In accordance with the duties of the Coronet of a Principality as detailed
in Corpora, the new Coronet of Vindheim was given the opportunity the
bestow the Viscounties.  Please see Article IV.H.3 of Corpora, which states
in relevant part, "They [the Territorial Coronet] shall acknowledge the
attainment of Viscounty rank by those who have met the requirements."  This
states it is the duty of the Coronet of the Principality, not the Crown, to
bestow the Viscounties.

Concerning the Dove of Vindheim, this exists as an order specific to
Vindheim. The Order is bestowed by the Coronet of Vindheim, not the Crown
of Ansteorra, because it was created by the Coronet of Vindheim.  As such,
the induction of Duchess Gilyan to the Order was performed by the Coronet
of Vindheim.

The traditions and customs of this new Principality are still being
developed.  Please understand Their Majesties sought to follow Corpora and
the stated explanation of an order of the Principality.

Congratulations to Jean Paul and Gilyan on a successful reign as Coronet,
to the new Coronet Micauley and Caterina, to Brad Leah for hosting a great
event,  and to Vindheim on a wonderful day!
