ARCH - IKAC scores

Now here's another little thing about the IKAC and IKCAC.  It's a privately
sponsored  competition.  Now that opens some interesting  questions.  Being
a privately sponsored competition, do SCA rules apply to it?  IKAC / IKCAC
has a must be a paid member for the scores to count.  SCA doesn't require
membership to play.

So there Keeper, what say you?  Is the IKAC / IKCAC required to abide by SCA
rules, ie, must have a marshal but membership not required to play?  Or
since it is a privately sponsored thing it can  pick and chose what it wants
to do?
