They are basically screen door mesh.  I use the plastic type.  They come in
various widths and lengths.  Longest I've seen was 100feet.  And the widest
is 4 feet.  So, you'd have to sew two together to make a screen to protect
the populace.  You'll want to make it tall enough so folks can walk behind
it and not worry about getting hit in the head. You have to sew pockets
along the sides and some along the middle to hold support poles.  Then you
sew another pocket along the top and run a rope through it to hold up the
screen.  Besure the rope is long enough to be able to ancher it to the
ground, near by tree, etc. Make some guide ropes for the support poles.
Some stakes, and there you have it, a populace protection device.

Ducan's right.  They aren't pretty.  But they more than do the job.

This might give you an idea of what it should look like.  There are cross
ropes at the support poles.  Depending on the length, there may be more than
one pole in the middle.
