Personally, I prefer that rules not be implemeted unless absolutely
necessary.  Even the "strongly recommended" looks almost like a rule, and
will be eventually if unchallenged.  I think a better solution would be to
offer it as a suggestion for those areas that are struggling with this
problem, and not burged the rest of the world.  My take on this is that you
are trying to solve a problem that is not universal.

Better a voluntary tool than a manditory rule.  (oops... I was a poet, and
didn't know it.  And even worse was forced to show it.)
