28" is the maximum draw length (that is, the maximum length of exposed
shaft) because it's also the point at which poundage is measured for the
bows.
Longer arrows would allow you to overdraw the bow, thereby getting more
power.

5.   Maximum allowable draw length (bottom of the nock slot to just behind
the
     blunt) is 28 inches.
