Yes Earl Barn is still the Northern Regional Archery Marshal.

It is worth noting that his email address has changed recently but I have
updated the email link for him at http://archery.ansteorra.org

He should be able tell you where the closest authorizing marshal to you
would be.  Unfortunately there are not a lot of Combat Archery Authorizing
Marshals up north.
