Let me expand on what Ironwyrm said...

If you a a newcomer to archery and have do idea where to really
start then you local archery marshal is certainly the place to
start.  When they tell you that you are ready to go get authorized
asa marshal they can recommend you to the regional marshal and that
certainly goes a long way towards getting your authorization (in
most cases).

If you are already an experienced archer and range master  then you
can go ahead a seek out the Regional Marshal.  Likewise if you dont
have a local marshal then either the archery marshal in a nearby
branch or the regional marshal is the place to go.  However,
ultimately marshals are authorized by the Regional Archery Marshals.
