Until further notice, the weekly Sunday archery practice in Bryn Gwlad
will be cancelled.
I am saddened to report that the Barony of Bryn Gwlad has been denied
access to the McNeil Park site in Round Rock, that we have used for the
past 5 years and more for our archery practice. While setting up for
our regularly scheduled practices, we were approached by a City of
Round Rock police officer, who politely but firmly insisted that we
could not practice archery anywhere in Round Rock. I politely informed
him that we have been using that park site every Sunday for the past 5
years with the permission of Round Rock Parks and Recreation, and that
we had been informed by them that there was absolutely no problem with
our doing Archery of any sort in any Round Rock city park. He countered
that there is a Round Rock ordinance that prohibits firing all kinds of
'projectiles' in the city, including BB guns. pellet guns and archery.
I asked if this was a new ordinance, and he insisted it had been in
effect for years. I asked why we had never been informed of this
before, when over the last 5 years we have had numerous cases of round
Rock city police officers watching us shoot at McNeil park, talking
with us, and having no issues with us. He couldn't answer that, nor
could he cite the specific ordinance. But he insisted again that it was
the case. There were no complaints, and no citations were issued, nor
did the officer threaten to cite me for having the archery gear in the
park.
Rather than cause problems, I complied with his directive and took down
the range. I posted a sign indicating future practices are cancelled.
I am investigating this, and will attempt to determine if the officer
was merely mistaken, or if he was correct. If I can, I will get it in
writing from a City of Round Rock legal official that there are no
ordinances in Round Rock prohibiting archery, and with that in had will
seek a new written approval from Round Rock parks and Recreation to
continue doing archery practice in their parks. An initial search on
the Internet when we got home was unable to locate any Round Rock
ordinance involving "projectiles" or "archery" or "arrow".
If the officer was correct, we will need to find a new site, most
likely outside of any City limits, where we can set up a practice range
legally.
