[Ansteorra-archery] Requirements for Authorizing Combat Archers

Heilsa,

There was a clear document on how to go about authorizing someone as a 
combat archer.

I would like to know what those steps are now, since we have gone to 
Society level minimum rules. Society level is not clear on this process 
that I have been able to find to date.

The issue is this:

Does someone have to authorize first as a heavy fighter before they can 
authorize as a combat archer?

Or can they just be authorize as a combat archer (only), in which they 
must have the following:
the knowledge for a combat archer (at least the basics),
understanding of heavy fighting requirements in armor,
conduct on the field,
and being able to recognize what a "good blow" is?

Then if they wish to continue and become a heavy fighter as well, they can.
