[Ansteorra-archery] Target Archery Marshal Authorization

Ansteorran Archers!

I also would like to second Lady kolfinna's request for an authorizing
target marshal to arrange to train marshal's (we have 3 people in Bonwicke
that are ready), or come to Bonwicke to train us.
