[Ansteorra-chirurgeon] Minor changes in www.chirurgeon.net

Obviously, as part of the changes I mentioned in the previous posting, I
will be addressing the internationalization issues discussed many months
ago. I have been mulling over the best way to handle all that and will have
to implement something now. I'll post my first cut at it in a week or so
depending on "real life"(tm).
