IMHO, people will mainly have a problem when a previously open tourney or title
becomes HR only.  I don't have a problem with a main tourney that was designed
HR-only originally.  It may subdivide the community somewhat and may rile
others...but the community is already subdivided, with some people avoiding
scenarios, judged tourneys, etc.  People will vote by not attending...unless, of
course, they think that the "other activities" are interesting enough for them,
the "second class citizens".   Hmmm...it might be better NOT to have other
activities.  I'll have to think more and get more input from folks.
