A mister is just that, when hooked up to a hose, the water is sprayed out 
from a nozzle/s, this making a very fine spray.  This has the effect of 
cooling the area in which the spray is.  I picked mine up at Lowes for like 
$5 or $6 a few years ago.  An additional purchase needed is an adapter to 
hook the 3/8 inch diameter hose to the garden hose.  I have made mine to be 
used with an RV water pump and have a 15 gallon tank for the water.  I 
bought a lawn mower battery for power and I have used this device for an 
entire weekend and not run out of water before.

The entire setup ended up costing under $150.
Most expensive part was the pump. $70
Worth every penny of it when taken to New Mexico for Staked Plains war.

Makes for great portable A/C when no power or water is on site.  I have 
mounted it inside my sunshade pavillion.
Can also then be mounted on a rope or between trees or whatever surface is 
available.
