ARN - tip cuts

Mahee,

I believe the past two versions of our rules had both tip cuts and push
cuts not only as optional but as the default also.  This is in line with
what you wrote.

However, with the new rules (signed at Red Tape), that is no longer the
case.  Push cuts are NOT optional anymore, but tip cuts are still optional
and are NOT the default.  You and your opponent must agree to use tip
cuts.  This is in line with what Isobel wrote.
