[Ansteorra-rapier] Youth rapier

What were the reasons for suspending it anyway.  I talked to a couple of
marshals and they didn't know why, they were just told not to.

We have been given permission by the Society Marshal and the Society Rapier
Marshal to continue with our youth rapier program as written in our kingdom
rules pending BOD approval. This means that we can again allow 12 and 13
year-olds to play too until the BOD reaches a decision on the issue.
