Simply put, the Society as an organization does not have rules in place for
combatants under the age of 14.  The previous Society Earl Marshall gave us
the go-ahead, but there was no documentation for such a waiver.  When other
Kingdoms asked about this in trying to start their own youth programs, the
current Society Earl Marshall discovered the problem and required us to
curtail all youth activities in the 12-13 age bracket until the matter could
be settled.  In his defense, he was only doing his job, and has been one of
those in the forefront of getting the rules changed (something that the BOD
will have to do).

It's just a hunch, but I think this temporary reinstatement is a cause for
guarded optimism for a permanent fix.
