Whether folks agree or disagree with the effectiveness of throwing a
cloak has nothing to do with the question.  The question is "what is
legal to do with the cloak when throwing it?"

We regulate for safety and playability.  Anyone can do any dumbass
move they want, as long as it is legal.  So to go back to the original
question:

Dore, as KRM, what is legal when throwing the cloak?

Don Avery Shaw (who periodically does throw his cloak as well as many
