[Ansteorra-rapier] Spears for heavy Rapier

I concede correction re: C&T and spear on all counts.

My amended statement is: I think spear in heavy rapier, if ever it is allowed, should be an authorization at the highest level, reserved for those few who have a great deal of experience and training.
