[Coastal] Attn: New Rapier Fighters and Those Who Love Them

Yeah, I thought the two were the same authorization.  Having never fought
foil versus epee, I wasn't sure if it would work, or was even allowed.
Thanks for the suggestions.  It's fine with me for fighters to bring foils,
if that's what they're comfortable with.
