[Coastal] New Solstice Herald

I am pleased to announce that Lord Dietrich Strobelbart will be 
succeeding Lady Valeria Marcella de' Martinez as Solstice Herald 
(Coastal Regional), with an effective change-over date of August 15.  My 
thanks to Lady Valeria for serving in this office for the past two 
years.  Her service to the region and the College of Heralds has been 
greatly appreciated.  I look forward to working with Lord Dietrich for 
the remainder of my tenure.
