ANST-Announce - KRM report in Oct Blackstar

My apologies to everyone, but I made a mistake in my report for the October
Blackstar.  I reported that Don Brian and Don Duncan will be stepping down
from their positions as regional rapier marshals and that the regions were
the Coastal and Central.

The two dons in question will be stepping down, but the regions are the
Southern Region (Don Brian) and the Central Region (Don Duncan).  I do
apologize for any inconvenience.
