Certainly, the winner of the cloak could contribute it 
as a prize to whatever future bardic competiton he 
likes.  If I win the cloak (and I hope to have an entry 
worthy of that), I'll keep it until Spring Faire, when 
it will become a pass-down prize for the next Bard of 
Elfsea.
