[Elfsea] Moving fighter practice

Loathe as I am to stir this up, we're scheduled to pick a new fighter
practice location at January Moot, just a few weeks from now.

Have we identified _anywhere_ where we can do archery safely and legally
on a regular basis?  If not, the question of holding archery & fighter
practice together will quickly become moot.

Lately, I've been hearing a lot of good things about the facilities at
Veterans Park in Arlington.
