[Elfsea] Heavy fighter practice canceled today

The Heavy Marshal has asked me to post the cancellation of fighter practice
today due to general bad conditions and an expectation of unsafe fighting
conditions even if it doesn't rain any more.  He is sorry for the late
notice.
