[Elfsea] Website Update

[Web Minister via Elfsea]

The officer backend is complete. So we'll now be able to keep up with who
were officers when with minimal effort. I can also add in missing
information or correct what is there easily.

Anyone who wants to add their previous officer tenures to the site history
can message me here or via webminister at elfsea.ansteorra.org. I'll just need
your position, sca name, your rough start and end dates.

This includes Stewards for Elfsea events and deputies.
