*This was my last populace as Seneschal, as my term of office is complete
on November 22, 2016. It has truly been my honor to be your Seneschal for
this very jam-packed, interesting, and fun two years. *

Barony of Elfsea Populace Follow-up Notes
October 24, 2016
*Informal / No Court. Meeting began at 7:05p*
*Opening words from the HE William: *

The populace did an amazing job at the Arlington Library demo on
Saturday; he stated that after the populace meeting, he wanted to
brainstorm on ideas to improve it for following year.
-
Saturday, Oct. 29th, 10 am -5 pm is B&B Workday. They are opening
their home to anyone who wants to come and work on armor, arts, sciences,
forging, etc. The barony has the need for folks to come paint tent
poles and help set up the pavilion to test the poles. Additionally, the
barony’s chivalric loaner equipment needs to be cleaned up, repaired and
inventoried. Indoor space is also available for working on projects.
*Update on Boy Scout Jamboree demo (Nov. 11 – 13) Texas Motor Speedway:*

Lord Franklin has met with Jeff Peters and will do so again before the
weekend of the demo to sort final details and to finalize times on Saturday
(11/12/16).

BSA estimates predict nearly 1,000 children of various ages will be on
site.
-
Lord Franklin noted that while this demo does not often result in new
members, it does allow us to move forward using many Boy Scout campsites at
drastically reduced pricing.

Elfsea invites all surrounding areas to participate and will be setting
up on Friday night and camping is available through Sunday if desired. He
also has maps available of the area at Texas Motor Speedway where the demo
will take place.

Gulf War preparation
*Update on 2017 Gulf War Planning:*
-
HE William mentioned that an event page will be created on Facebook to
assist with the barony’s preparation to participate in next year’s Gulf
War.
-
Elfsea is seeking applicants to serve as GW Land Coordinator. This
person, or team, would need be on site the weekend the site opens and be on
site the final weekend to ensure the site is clean and ready to be turned
back over.

The coordinator works with the Gulf War staff to parcel out the
spaces needed by the barony for individual tents, kitchen, etc.
-
The coordinator is also responsible for obtaining the
sizes/dimensions of every tent or site camping with Elfsea to
ensure we get
the appropriate space and have enough room for safety precautions.

Lord Guyon stated that the showers have been rebuilt and will be
available.

Lord Guyon also noted there will be a meal plan offered, possibly at
a slightly higher rate, as some meals will be upgraded. Contact him
or Master Caelin with any food allergies. *NOTE: Participation in
the meal plan is not a requirement to camp with Elfsea*.

Elfsea will also plan one “Elfsea party night” to bring together all
attending Elfsea members who may not be camping with Elfsea.

*EVENTS OPEN FOR BIDS **(Each bid closes on December 9, 2016):*

*Elfsea Defender 2017*

Due to scheduling conflicts with camping sites, the 2017 Defender
will be April 28-30, 2017 (one-time change).

Sid Richardson camp has been reserved for Elfsea on that weekend
and any submitter who wishes to use it in their bid may do so
-
*Braggarts War 2017*
-
First weekend in September, Bonwicke is the first host.
-
Site is already set, although we have reserved Sid Richardson in
case of emergency.
-
Bids are open for the 2018 Autocrat, who will serve as the 2017
Shadowcrat of the Bonwicke autocrat so that we can make
improvements and
take the lessons learned.
-
Submit your name and any relevant experience, such as if you have
autocratted other events.
-
The submitters, once again, are not required to use Sid
Richardson, but does have to think of Bonwicke’s location and
proximity
when choosing sites.

*Braggarts War 2017 Service Coordinator*
-
Elfsea is responsible for the service portion of the 2017 Braggarts
War
-
The service coordinator will work with Bonwicke to ensure that
tasks falling under this responsibility are assigned and completed and
Elfsea folks are involved.

*INTERIM RAPIER MARSHAL*
-
Lord Guyon Dupre has volunteered to be the interim Rapier Marshal (90
days only) to give Elfsea a chance to open applications and get another
Rapier Marshal placed.
-
This was approved by the Baron and Baroness and the Seneschal has
sent notification to Central Rapier Marshal and will assist in finalizing
any paperwork related to this temporary assistance.

*INVENTORY*
-
Rapier gear inventory was done during transition.
-
Chivalric loaner gear inventory will take place at the Saturday,
10/29/16 workshop.
-
Remaining traveling inventories: Herald, Archery, B&B
-
The Exchequer and Central Exchequer were both in attendance and
reminded all that the main shed inventory needs to be completed
and turned
in NLT 11/15/16

*ITEM FOR POPULACE VOTE:*

*2017 Financial Policy*: Copies of the updated financial policy were
distributed for review. Lady Aoife explained it was shorter than previous
versions because at the beginning it mentions that Elfsea’s policy does
adhere to both kingdom and society policy overall while including
additional policies relevant to Elfsea only. The policy passed by
majority vote.
*OFFICER REPORTS (presented by SENESCHAL)*

*Nautilus Pursuivant* – Lord Publius has said he access to the emails
and going thru all submissions from last year. If you need updates,
contact him at his herald at elfsea.ansteorra.org email. Expect an email
via baronial list and a facebook update.

*Hospitaler* – Lady Yvette said everyone did a great job at the demo and
lots of cards were given out. Seneschal added: 750+ came through the
front entrance with more entering through the side streets, for a total
estimate of just under 1,000. The city of Arlington will post
information about the event on the city website as well as a one minute
video; (the kingdom media liaison has been alerted).

*Chronicler* – Lady Johanna reminds folks that this Friday, October 28th
at midnight is the deadline for Tidings submissions. The Seneschal
urged all officers to catch up the populace on the happenings of their
areas. Deputies were reminded to coordinate and submit in the event that
their officer is busy. With the Demo, there should be much word fame
submitted for this edition. It is also good to submit word fame for
those in other groups other than Elfsea.
*OFFICER REPORTS** (presented by attending officers)*

*Minister of Children*- Lady Liaden reported her first children’s
academy was very successful. The next academy is11/2/16 and will cover
making wax tablets. Grownups are welcome as well. Preregistration is
encouraged for materials. Look for a reminder on FB.

*Knights Marshal*- Lord Hugi reiterated the overhaul and inventory of
loaner armor occurring on Oct. 29th at the Baron’s house. He collected
a lot of names and emails at the Demo and is sharing the information with
the Hospitaler. He is trying to increase foot traffic to practice,
which continue to be awesome!

*Minister of Arts and Sciences*- Deputy Chelsea Elder reports that the
A&S team is delighted about the upcoming workday. Bring your stuff! Create
and work on all the things!

*Archery Marshal *– HE Kermegan/Pyro reported a donation of two new arm
guards
-
(Potential *Rapier* Interim) Lord Guyon reported that six to eight
people have been attending practice regularly. Please contact him if
you are interested in permanently taking the position. He is an
authorizing marshal and can assist. The marshal’s duties are primarily
making sure everyone is safe and to collect waiver forms at practice.

*Exchequer*- Elfsea received a check from Kingdom for over $233 was
received for 159 volunteer hours at Gulf war. When you work at Gulf War,
sign in so your hours are counted!!
*FINAL WORDS FROM THE OUTGOING SENESCHAL*

A reminder that as of October, all populace meetings are held at the
Buffalo Wild Wings in Bedford… with the exception of December’s Baronial
Potluck, which is still at the Bedford Public Library.

Lady Aoife informed the attendees that this populace was her last as
Seneschal and that it has been a wonderful office to hold. Her
successor, Master Caelin on Andrede, officially assumes duties on November
22nd, the day after the November Officers Meeting. Lady Aoife
expressed gratitude for being given a chance to serve and stated that it
has truly been her honor to work for this barony and receive overwhelming
help, guidance, and support during her term of office.
