[Elfsea] Updates to Newletter Submission Release Requirements

[Chronicler of Elfsea]

I was informed of these updates at the latest warranting class


   - Any image used in a newsletter in which a person's face is
   recognizable must have a release from the photographer and subject
   (model).
   - Do not include any person's mundane name or contact info in a
   publication unless you have a release from them for that information.
   - Black Star event ads must include a release for the event stewards'
   personal information.
