RfS V.2 says
a. Difference of Descriptive Elements - A descriptive element is a
word other than a designator, an article, a preposition, or the
name of a branch of the Society.
Therefore, if the period locative happens also to be the name of a
branch of the Society, then you're SOL. Otherwise, it counts for
different. "Order of the Thistle of the Steppes" is a conflict with
the Scottish order, even if submitted from the West. "Order of the
Thistle of York" isn't.
