Almost.  If the two submissions are being *ruled on* at the same
meeting.  If the process flows smoothly, that is equivalent to
"received at Laurel at the same time" (to be precise,
on Letters of Intent postmarked in the same month).  However,
LoIs can be delayed due to non-payment, non-receipt of forms, etc.,
and a submission can be pended (for real-world conflict,
tincture left off the blazon, etc.), so that can allow sluggards
to catch up.
