That's the job of the CoA commentors.  If they didn't look it up, then
that's where the system broke down.  

Regarding the library, Pelican is currently using Jaelle's personal library
(which contains both these books).  

The real problem is that some real dreck of documentation has been done by
some people in some kingdoms.  This is a case of having to tighten the
rules on everyone because of some continued abuse of the system by a few
folks.

The June LoAR contained over 440 items.  There is no way possible for
Laurel and/or Pelican to personally check each one.  They must rely by and
large on the commentary from the CoA.  And how much we (I'm currently doing
CoA commentary, so I include myself in this one) can do is often sadly
dictated by the demands of real life.  Due to the number of names coming
in, I have had to cut back to mainly commenting on names from the British
Isles.  When we can get a whole commenting group together, one of the other
members often comments on continental names, so we manage some coverage on
that.

And I, for one, am VERY grateful for all the internal commentary you do.
Have you seen your commentary in the LoIs over the last few months?  I've
often used them to add documentation to names going up to Laurel.
