I agree that this is almost certainly a return.  And that sending it up
gets the device out of kingdom.  But the cleaner way to deal with it is to
modify the name (after consultation with Ihone, who I believe reads this
list but whom I'm cc'ing on this message just in case) and to send it up
with the modification.

The LoI would read something like:

"Originally submitted as <Ihone MacEogan>, kingdom believed that name
conflicted with <Eoin Mac Eoghain> reg. 09/85 via the East.  Upon
consultation with the submitter, he chose to add "[insert additional
element here]" to his name to clear this conflict. The submitter requests
that if his original submission of <Ihone MacEogan> does not conflict with
<Eoin Mac Eoghain>, that "[the new element]" be dropped from this name."

Common forms of names for the Scots language of that era often include a
secondary patronymic or a locative.  Most of my notes are at home.  But
something like

Add a locative:
     Ihone MacEogan de Dundee
     Ihone MacEogan of Aberdeen

Add a secondary patronymic:
     Ihone MacEogan McReynald
     Ihone MacEogan VcDuncan

should be registerable and would clear the conflict.  If Ihone has any
preferences, I can do the research and find out what likely spellings would
be.  A good source for him to scan is the article where the spelling
<Ihone> was found.  The surname page is at:

Elements that should be compatible in the third position in the name <Ihone
MacEogan ...> would include <Mac/Mak-> names for patronymics and <of/de
...> names for locatives.

FYI, LoAR 04/2000 notes in the Acceptances:
Ewan of Balquhidder.

Submitted as Ewan MacLaren of Balquhidder, the point was made in commentary
that Balquhidder figures prominently enough in the MacLaren history to be
considered a clan seat. As such, while there is no clan title of MacLaren
of Balquhidder, this byname would imply that the person belongs to the
immediate family of the chief.   Since dropping Balquhidder would result in
a conflict with the already registered name of Eoin MacLaren, we have
dropped MacLaren instead.

So we have at least one ruling that regards the Gaelic <Eoin> against a
Scots form, here <Ewan>.
