In general, for any "per X" field division, it's supposed to divide
the field in half.  That works far better for "per pale" because it
is vertical.  For "per fess", "per chevron", and other horizontal ones,
it's not as close a fit to reality because the shield shape tapers
at the bottom but not at the top, so a division line halfway
between the line of the top of the shield and the bottom point
of the shield will have the bottom part with less area.  You end
up shifting such a per fess line up an undefinable tad until
it "looks right" ... now try to explain to someone else how that
is supposed to be done ...
