No.  It says "type of every primary charge".  The field is not a
charge, and it has no type.

Changing the color of the charge doesn't qualify for X.2 either.
It's substantial change of type only.

The reasons for our difference rules are not visual (except for the
RfS X.5 boobyhatch).

CDs are intended to correspond to cadency differences in period, but
much simplified and regularized, because there was a lot of variation
in period and we need rules to apply.  Changing the tincture of the
field or charges was used for cadency: _Simply Heraldry Cheerfully
Illustrated_ has a wonderful (of course) page on the arms of various
branches of the Hay family, with various tincture changes.

However, see the justification for X.2:

If one person bore "Azure, a widget Or", his brother might take
"Azure, three widgets Or", or "Azure, a widget argent", or "Gules, a
widget Or", or "Or, a widget azure" (2 CDs and clear by our rules), or
"Azure, a widget embattled Or" ... but very likely not "Azure, a fess
Or" or "Azure, a lion Or".
