The name conflict rules are in RfS V.

I have never heard of an event name being registered, and off the top
of my head, thinking of the categories of things that may be
registered, I don't think an event name can be.

In any event, RfS V.2 says "Two descriptive elements are considered
_significantly different_ if they differ significantly in both sound
*and* appearance." and "Two such names [with the same number of
elements] do not conflict if *each* of them contains a descriptive
element significantly different from *every* descriptive element in
the other."

"Pheon" and "Arrow" differ significantly in both sound and
appearance.  Note that "meaning" is not one of the criteria.  Each
phrase contains a descriptive element that is not in the other:
"Pheon" and "Arrow".  Thus, even if the event name were registered,
they would not conflict.
