>What are the minimum requirements?

The very minimum is to take reports, make sure the groups are reporting
and pester them until they do, follow the escalation proceedure in case
they wont, approve the hiring of new branch heralds, and hold warranting
classes for the new heralds.

Outside of that, I would like to see the branches and the region as a
whole be encouraged heraldically; Offer classes, consultation tables,
and help build commentary groups; especially help any group that does
not have a local herald; and promoite the heraldic arts and sciences.

The entire College of Heralds can be called upon to help.
