You need to get a response from either Star or your regional for
current info but...

In the past, branch heralds did a monthly report which went to the
regional.  Regionals compiled their reports, including end of reign,
from the three previous months reports from the locals.  I am unaware
that the end of reign specific report has been extended to the branch
heralds.  Back when I was Obelisk, the regionals and department heads
had to do reports at end of reign for Star so that his end of reign
would be complete.

But my info could be dated so let's see what Star and the regionals post.
