Your answer is in the Administrative rules.
IV. General Procedures for Submissions
C.5. Evidence of Support -
"Branch badge(s), order or award names, and other Branch
names (such as  names for guilds, Herald's Titles in the
case of Kingdom, etc.) do not require support at the
Laurel level. Kingdom may require it if they so desire,
for their internal procedures."

As far as I know Ansteorra has no special requirements
but they cost the same and use the same badge form
as any other submission.

It is still a good idea to present it to the nobles,
officers, and populace of the Loch to avoid surprises.
