By Bruce's precedent as extended by later Laurels, overall charges can
be used on fieldless badges only when the area of intersection is
small.

How are you depicting them?  Is there a staff?  If not, it's just
"a billet fesswise" for a rectangle that's wider than it is high, or
"a delf" for a square.

That blazon is not valid.  It parses as
    (On a cross nowy (a roundel) (a pale))
with no description of the relative locations of the roundel and the
pale.  Also, only the following words are capitalized in an SCA
blazon:
- "(Fieldless)"
- The first word of the blazon proper.
- "Or".
- Proper names, as in "a Bowen knot".
The second "Per" is none of these.

You presumably meant
    (Fieldless)  On a cross nowy sable, a roundel per pale Or and
    gules charged with a pale indented counterchanged.

This has four layers: fieldless (that counts as a layer, by
precedent), cross, roundel, pale.  The pale is usually called in SCA
armory "a 'quaternary' charge".  ('...' there are quotation marks
showing an informal / unofficial term: we really don't go higher than
"tertiary".)  Four layers is an instaboing.

"Latin cross".  I see no cause for return.  I wonder how well it would
look emblazoned.

See above for Capitalization, flags, and blazon ("... two delfs, each
delf per pale ...", probably).  This may be registerable, but I don't
remember ever seeing anything like it, in period or in the SCA.
