Nit: there is nothing in the Admin Handbook that says that you have to
have a device before having any badges.  A person can have up to four
pieces of registered armory.  You could register four badges if you
don't want to have a device.  It would be silly, but you could.

(Nit on nit -- note: this will not be on the midterm or the final --
browsing the Armorial, you may note that there are a few individuals
who have more than four registered pieces of armory.  Either it was a
Laurel error, or they registered before the limit of four was imposed.
By Corpora, any item once registered remains with the owner until they
choose to release it, and in fact Laurel allows such people to keep
their current count by replacing badges.)

By that, Francois means that you can have up to four registered
names.  There *is* a rule that you must have a registered Primary Name
before or at the same time as you register anything else.  After that,
though, you can register up to three more alternate persona and/or
household names.
